Moscow Warns Washington, Allies of New ‘Reckless Steps’ in Syria – Russian Deputy Foreign Minister

That someone is you. The Israelis, Saudis, and others who want unrest to endure are egging on the insurgents, assuring them that you, Mr. President, will use US forces to protect the insurgents in Idlib, and perhaps also rain hell down on Damascus. We believe that your senior advisers are encouraging the insurgents to think in those terms, and that your most senior aides are taking credit for your recent policy shift from troop withdrawal from Syria to indefinite war.

Big Difference This Time
Russian missile-armed naval and air units are now deployed in unprecedented numbers to engage those tempted to interfere with Syrian and Russian forces trying to clean out the terrorists from Idlib. We assume you have been briefed on that — at least to some extent. More important, we know that your advisers tend to be dangerously dismissive of Russian capabilities and intentions.

We do not want you to be surprised when the Russians start firing their missiles. The prospect of direct Russian-U.S. hostilities in Syria is at an all-time high. We are not sure you realize that.

The situation is even more volatile because Kremlin leaders are not sure who is calling the shots in Washington. This is not the first time that President Putin has encountered such uncertainty (see brief Appendix below). This is, however, the first time that Russian forces have deployed in such numbers into the area, ready to do battle. The stakes are very high.

We hope that John Bolton has given you an accurate description of his acerbic talks with his Russian counterpart in Geneva a few weeks ago. In our view, it is a safe bet that the Kremlin is uncertain whether Bolton faithfully speaks in your stead, or speaks INSTEAD of you.

The best way to assure Mr. Putin that you are in control of U.S. policy toward Syria would be for you to seek an early opportunity to speak out publicly, spelling out your intentions. If you wish wider war, Bolton has put you on the right path.

If you wish to cool things down, you may wish to consider what might be called a pre-emptive ceasefire. By that we mean a public commitment by the Presidents of the U.S. and Russia to strengthen procedures to preclude an open clash between U.S. and Russian armed forces. We believe that, in present circumstances, this kind of extraordinary step is now required to head off wider war.

‘Chlorine delivered’: Idlib militants ‘readying false flag attack’ in Syrian village – Russian MoD

RT – September 15, 2018: Militants in Syria’s Idlib have transported several canisters containing chlorine to the village of Bsanqul, apparently preparing to stage a false flag chemical attack, the Russian Defense Ministry has said.

The chlorine-filled canisters were delivered by the Al-Qaeda-affiliated militants of Tahrir al Sham, formerly known as Al-Nusra Front, a spokesman of the Russian Center for Reconciliation in Syria, Lieutenant General Vladimir Savchenko, said in a statement Saturday. He added that the latest developments showed that the militants are preparing for a false flag attack that would be used to accuse the Syrian government of using chemical weapons against its people.

This is the latest warning from the Russian military on what it says is a chemical “provocation” in the making. On Wednesday, it said the White Helmets group has shot videos intended to be used in framing the Syrian government. Earlier, the MoD said toxic chemicals had been delivered Idlib and accused the White Helmets of carrying out the delivery.

The US and its allies have so far dismissed the Russian warnings, but said that the government in Damascus might instead be preparing chemical attacks against civilians. Netherlands ends support to Syrian militants & White Helmets since Assad ‘will soon win’

RT – September 10, 2018: The article highlights that the Netherlands has decided to end its support to militants in Syria, since the program did not yield “expected” results. The move comes as journalists found one of the groups had been labeled as terrorists by the country itself.

“The opportunity to quickly change the situation [in Syria] is extremely small,” reads the letter the lower house of the parliament by Dutch Foreign Minister Stef Blok and Minister for Foreign Trade Sigrid Kaag, announcing the end of support programs for the militants in Syria.

The program to support of “moderate” anti-government groups in Syria was established in close cooperation with “like-minded donors who pursued the same goals as the Netherlands” and cost the country over $80 million (some €80 million) over the years, according to the document. It failed to “bring the expected results,” however, and is to be closed since the Syrian troops “will soon win” the war against militant groups.

Over the years, the Netherlands allocated $29 million (€25 million) to the so-called “non-lethal assistance” (NLA) program, $14.5 million (€12.5 million) were donated to the so-called White Helmets and $17.1 million (€14,8 million) went to the Access to Justice and Community Service (AJACS) program. The AJACS was supposedly designed to support “community police” work in Syria, specifically the so-called Free Syrian Police (FSP) group.

The support for militants is set to end immediately, yet the White Helmets will be funded until December, according to the document. Since the White Helmets now operate only in the Idlib province, which is believed to be the destination of the looming offensive by the Syrian Army and its allies, their future is quite doubtful, the document states.

Syrian state YouTube channels ‘terminated’ amid fears of looming false flag chem attack

On Thursday (September 6), the UK gave an update to the UN Security Council on its investigation of the poisoning attack on former double agent Sergei Skripal in Salisbury in May. Karen Pierce, the British representative to the UN, summed up the statements given on the previous days by the British investigators and Prime Minister Theresa May on the case. She reiterated the claim that the two suspects in the case were officers of the GRU, Russia’s military intelligence agency, based on classified intelligence available to the British government.

Her Russian counterpart, Vasily Nebenzya, called the allegations “a cocktail of lies” and denied any involvement of the Russian state in the Skripal saga. The Russian diplomat said the promised breakthrough in the case turned out to be disappointing for Russia and simply followed a pattern of baseless accusations against Moscow by the British side.

He said the British…itself stated that the two suspects most likely used aliases when entering Britain, which begs the question why they were called Russian nationals, yet alone agents of the Russian government. The British authorities, he added, refused to hand over to Russia the information they have on the suspects, including their fingerprints, which they must have provided to get a visa. The fingerprints, obviously, would have made identifying those individuals much easier, Nebenzya said, adding that apparently London is not interested in finding out who the suspects are.

UK Submarine Reportedly Enters Mediterranean Amid Expected Provocations in Syria

Swiss-Made Grenades Reportedly Found in Terrorist Weapons Cache

SPUTNIK NEWS – September 2, 2018: Grenades produced by Swiss arms maker RUAG have previously been seen in photos of al-Qaeda* and Free Syrian Army fighters. The company said that the grenades could come from those that were supplied to the United Arab Emirates in 2003-2004.

Members of Hayat Tahrir al-Sham have released a photo of their trophies from a raid on a Daesh* cell in Idlib. Among the weapons found in the arms cache were several alleged OHG92 and HG85 grenades produced by the Swiss arms manufacturer RUAG, SonntagsBlick reported. At the same time, the Swiss government has not given a greenlight for weapons supplies to Syria. Moreover, it would be unable to do so under existing legislation.

A spokesman for RUAG said that the company hasn’t determined which supply the grenades come from, as the image doesn’t show their serial numbers, but confirmed that the grenades in the photo were produced by the company. Grenades of the type were supplied to the United Arab Emirates (UAE) between 2003 and 2004 and were later spotted in the hands of al-Qaeda* and Free Syrian Army fighters in 2012.

ZERO HEDGE – August 25, 2018: Russia is again warning of a new potential chemical provocation in Syria at the end of a week in which US National Security Advisor John Bolton threatened Damascus with a “very strong” military response should allegations emerge amidst the Syrian Army campaign to liberate Idlib.

The Russian Ministry of Defense (MoD) said on Saturday per state-run TASS:

A provocation with an alleged chemical weapons use in Syria, which terrorists are plotting to stage with the assistance of UK special services, will serve as a pretext for missile strikes by the West and the United States against the Arab country, Russian Defense Ministry spokesman Igor Konashenkov said on Saturday (August 25).

According to the Russian general, the provocation will be staged by terrorists of the Hayat Tahrir ash-Sham terrorist organization (formerly known as Jabhat al-Nusra outlawed in Russia) and for this purpose eight containers with chlorine have been brought to the Idlib province.

The mention of UK special forces and “eight containers” of chlorine suggest that Russia is claiming to possess some level of specified intelligence.

The Russian MoD spokesman added, “Therefore, the actions by Western countries contrary to public statements are aimed at another dramatic escalation of the situation in the Middle East and at disrupting the peace process on the territory of Syria.”

The statements were in response to Bolton’s prior press conference on Wednesday from Jerusalem, where he was meeting with Israeli officials. “We now see plans for the Syrian regime to resume offensive military activities in Idlib province,” Bolton said. “We are obviously concerned about the possibility that Assad may use chemical weapons again.”

Bolton warned, “Just so there’s no confusion here, if the Syrian regime uses chemical weapons we will respond very strongly and they really ought to think about this a long time.”

Meanwhile Bloomberg confirmed late Friday that Bolton had personally delivered this message to his Russian counterpart Nikolai Patrushev:

U.S. officials say they have information Assad may be planning a chemical attack in the northwestern province of Idlib. At a Thursday (August 23) meeting in Geneva, National Security Adviser John Bolton told his Russian counterpart, Nikolai Patrushev, that America is prepared to respond with greater military force than it has used against Assad’s regime in the past, according to the people, who asked not to be identified because the content of talks hasn’t been publicly disclosed.

Bolton’s reported message of “greater military force” is particularly alarming given that over the past two Aprils the US has launched tomahawk missile and air attacks on Syrian government locations after chemical allegations by al-Qaeda groups battling Assad. The last involved over a hundred missiles that destroyed government locations in and around Damascus.

Sensing that Washington could be preparing another round of attacks, the Russian MoD pointed out that “the US Navy’s destroyer Sullivans with 56 cruise missiles on its board arrived in the Persian Gulf several days ago while a B-1B strategic bomber of the US Air Force armed with AGM-158 JASSM air-to-surface missiles was redeployed to the Al Udeid air base in Qatar,” according to TASS.

This month Syrian and Russian air attacks and shelling began targeting al-Qaeda held Idlib in what is likely a prelude to a full-scale ground offensive.

The “rebel” coalition in control of this major “final holdout” is but the latest incarnation of al-Qaeda, calling itself Hay’at Tahrir al-Sham (HTS) and has held the province, the capital city of which is Idlib city, since a successful Western and Gulf ally sponsored attack on the area in 2015.

The Russian MoD spokesman specifically identified HTS as the group planning to stage a chemical attack to blame in on Assad’s forces.

During Bolton’s prior comments before reporters in Jerusalem, he appeared to boast about prior US airstrikes on Syrian government forces, referencing the Tomahawk missile strikes over the past two Aprils — the first of which was in response to sarin gas attack claims made by HTS and the White Helmets in Khan Sheikhoun, which is in Idlib.

To this day the international chemical investigative body and watchdog, the OPCW, has yet to visit the site due to its being controlled by al-Qaeda forces, citing that such an on-site investigation is too dangerous.

The US policy of putting pressure on Russia has crossed the “red line,” and Moscow should think about an asymmetric response, such as the deployment of its tactical nuclear weapons abroad, a senior Russian lawmaker told TASS on Friday (August 24).

“I believe that now Russia has to draw its own ‘red lines.’ The time has come to ponder on variants of asymmetric response to the US, which are now being suggested by experts and are intended not only to offset their sanctions but also to do some retaliatory damage,” said Vladimir Gutenev, the first deputy head of the economic policy committee of the State Duma, the lower chamber of the Russian parliament.

Among such measures, the official named the deployment of Russian tactical nuclear weapons in other countries, such as Syria, the use of gold-linked cryptocurrencies for Russian arms exports and the suspension of a number of treaties with the United States, including on non-proliferation of missile technologies.
